Not doing anything would result in either NCR taking over and shaping the land or the Legion which would be counter of the whole leave me be option you would want to do. Doing that ensures you can do your own thing in the Mojave. Independent is the fuck everyone option, get out of my city and leave me be. It's the main quest so yes you have to make a choice but the same could be said about 3 or any Fallout game unless you choose to just never finish the game. I mean you going independent is exactly that. I have a few lore issues with 3 and would have changed a lot if I were writing the game but overall it's a fun experience and if you're going to play both I'd start with 3 then go to New Vegas because unless you mod 3 it lacks some of the more pleasant features as well like iron sights and the problems with the story and characters will be more apparent after playing a more choice heavy RPG. The ending of NV also allows for a more definitive experience where as 3's quests and story feels a lot more isolated but allows you to play post ending with your choices not really affecting the world all that much. NV has a handful of them as well but to a lesser extent and feels like a more focused RPG that connects the many factions and characters to the plot. I personally feel NV is better in pretty much every way aside from exploring a bunch of locations, but those locations in 3 tend to not really matter in anyway and only serve to pad out the game.
